Yes, that is indeed an issue. It's been reported in the British media that horses are often treated with veterinary drugs which render the meat unfit for human consumption. These appear to be criminal issues; there's big money to be made. A documentary shown on the BBC a couple of weeks ago reported that one meat importer in France had made half a million Euros by buying 3 truckloads of horsemeat and selling it on as beef.
