There will be a server version of Sunrise that can handle web service requests. The PHP app communicates with the server via a REST or SOAP protocol. So no, it's not standalone.

The web application is targeted at "power users" who know how to set up their own home web server.

I won't get round to this. The initial focus is on Palm and the Plucker format. Vade Mecum doesn't seem to be used that much, so I don't think it's worthwhile.
