Dragging the HTML file should be all that is required as long as all files are local and are referenced via the index.html file or pages referenced by index.html.
When the index.html file is added to Calibre then all the relevant files are put into a ZIP file. Opening that ZIP file to work out what is missing might help you identify what is being omitted - and looking at the html might help identify why.
