Technically it is Rukbat 3...the 3rd planet around Rukbat...which was labeled with the acronym P. E. R. N. for Parallel Earth, Resources Negligible (i.e., insufficient to support interstellar commercial investment)
This acronym became a nickname of the original colonists ... "Pern"...which stuck.
