If a non-green moderator has official moderation stuff to say then they should convey it with the green background shaded quote with Moderator Notice at the top, for example see attached. Otherwise they are forum users voicing their opinion, as flawed and potentially as wrong as anyone else.
Another way to tell who the non-green moderators are, is to look at the bottom of the top level forums.
In the E-book Software section 5 out of the 6 forums have non-green moderators and they are listed at the bottom of the top level forum. The Calibre, Sigil, EpubReader, Writer2ePub and OpenInkpot top level forums all have the non-green moderators listed at the bottom of their respective top level forum.
