I'm not surprised that the prevailing opinion is that all e-books are pirated. That shouldn't preclude the review of good material, though, if it is brought to their attention. How else to get readers into them, after all?
Anyway, I'm not saying they have to review e-books... just that I've never gotten the impression that they have much interest in doing so.
