While this claims to be a Dell exclusive, it appears to be open to anyone. And the weird thing is, once you get your account, you get to send an invitation to another party for the same deal. A clever viral marketing ploy, I think. I'm in the USA, I have no info as to how well the offer crosses international boundaries.
