I would suspect that changing the content= to properties= in the line quoted might allow the cover to work. OTOH, Sigil was unhappy with either content or properties in that line which is more or less to be expected.

is the last one before the </manifest> tag, while I cannot find the one you quote: could it be because I did not edit with Sigil? this is really bizarre!
