The OTA updates aren't pushed to everyone at the same time. The policy seems to be to make it available for manual download first, and then, after a week or so, to start pushing the updates, but in "chunks" or "batches" (of Kindles). So for one user, the update would already be pushed, while for others, it would only be automatically pushed a few weeks later.

And of course, Kindles arrive with the firmware they have been produced with. Do you expect Amazon to open all packages in stock and reflash all devices, every time they release a new firmware?
