I suspect Adams was paraphrasing H.L. Mencken before him, who famously said, "No one ever lost a dime underestimating the intelligence of the American public."
The Adams paraphrase might be less likely to offend self-identified Americans and so escapes that particular interpretative trap, but I still like the huckster's compression in Mencken's original. It seems designed to be muttered by W.C. Fields.
