Is that «'» versus «‘’» or «"/“”»? The former is kind of annoying. The latter though:

Speaking of Wikipedia, the article on “Quotation mark, non-English usage” blew my mind when I first came across it. I had no idea there were so many different ways of marking speech even among languages which use the Roman alphabet.
