Being the geeky types that we are, when we hear "technical obstacles" we think computers and networks and hardware and stuff.

My experience around the corporate world suggests, however, that "technical obstacles" could equally well mean "We've agreed in principle, now it's held up while the lawyers (on both sides!) generate lots and lots of billable hours making sure that the contract says the same thing we just agreed on in principle."

Given the timeframe they seem to be talking about, I'd bet on the second translation rather than the first.
