Silly people, it is the commas that are causing the problem.

See too many writers are using them as , in sentences. Now when the legislators come to write the laws etc they find they do not have sufficient quantity of , so they have started to use ' instead. Now as you know the ' has no tail on it so it has to be dragged down to the bottom of the line and as it does so it stretches in a slight curve as it becomes a ,

So what does this mean well the apostrophe is used as a psuedo comma and increasingly as a speech mark " which of course looks like a double apostrophe.

Add onto this the increasing use of potato's sweet's tomato's it's and of course the Friday questions (all those friday's!) everything is beginning to edge towards crisis such that each country is now trying to stop people taking e-books out of their country where they may transfer their stories to other machines without the necessary export licences.

And of course the problem has got worse with the Internet as it allows free exchange of punctuation marks with absolutely no check on them at all. Increasing the number of webpages has caused occasional runs on the dot and this has in certain situations meant the comma has to be used but minus its tail.
Now we have all these tails hanging around with nowhere to go but to wiggle their way through the ether. (the tails in case you were wondering can't be stitched onto the apostrophe for a comma because they are too independent and fight like cats and dog if you try).
If you find a webpage doesn't load properly then you may find you are using one of these dots made by castrating the poor comma.

It is a veritable crisis they have on their hands an overabundance of laws and legislation is directly proportional to the increaded use of the comma and even simple writers like myself have a great deal of difficulty in writing sentences without the little old pause statement....
