^No, where you shop for books is set up in you "Manage your Kindle" country settings on the amazon site, not where you buy the actual device.
The kicker is that English books are often cheaper in the .de store than the .com store, and vice versa, but you often have to know the exact title and search for it. The reason for it is that German books have fixed pricing if purchased by a customer in Germany, and, likewise, US publishers can set the price of their books in the US that does not necessarily apply to non US customers.
The flip side is that you will not have access to all US titles in the de store, but then again, if you read mostly in English, you would probably want to select a US address in your country settings.
