Can you access it on the same machine it is running on? It would help if you supplied the actual error you see. Also make sure you add the calibre-server.exe file to the firewall's whitelist. This file needs to be allowed access to the outside world.

Here is a tutorial to get it up and running within your own network. One step at a time. Once you have it running locally you will need to forward a port through your router for the outside world to see it.
