All are closer to Reacher's physical size and, IMHO, all would have been decent box office draws.

Liam Neeson I think might have been a reasonable choice. He certainly has been proving his action qualifications with the "Take Two" movies.
Vaughn and McConaughey are close to Reacher's physical characteristics but I think much worse choices than Cruise. How many people would see Vaughn and think "Wedding Crashers"? McConaughey is one of the worst actors of all time. He was unconvincing as a lawyer and extremely poorly typecast as Dirk Pitt in "Sahara."
I'm not familiar with the other two you named.
If the only that matters is size, why not use "The Rock" -- Dwayne Johnson.
