The reason why the Cooper book doesn't have DRM is likely because All Romance/Harper Collins didn't want to shell out the 22 cents or so ADE fee for an encrypted download for a freebie.
They did something similar during the Earth Day countdown with a DRM-ed backlist selection from ePublishing Works!, and offered for just that day a special DRM-free ePub version of it and switched back to only selling the original DRM version after the offer was over.
