Do you want to just list a bunch of images and have it work? Then the answer is no. You need to create each page with the image on it for fixed layout pages. In ePub 3 it is possible to switch a book to flow mode inside the book and then all the images listed on a page would behave like a photo gallery although if they would fit there might be two or more on a page. note that fixed layout ePub 3 is still in development mode and not necessarily supported on readers yet.
