I have a bunch of Chapters Indigo (Canadian mega-chain bookstore which used to be the majority backer of Kobo) gift cards and I've had no problems applying them to my auxiliary US Kobo account, which does an automatic currency conversion and deducts in USD-equivalent from my CAD-denominated card when I buy.
Actual Kobo voucher/gift cards should be functionally the same, I assume, since they're basically sold through the same source and going through the same system process.
