That is not entirely true, actually.

Firstly, you can have neither and that is where the US and others are heading. What they do is called security theater and is only designed to appease the general populance. The effectiveness is almost zero but a politician doesn't want to be seen as doing nothing even if the alternative is pure bullshit. Ditto for offshore drilling.

But you can have reasonable security and still have a very high degree of freedom. It is simply hard to do and not as shiny and media effective as the general nonesense politicians perfer.
