You are right that the Kobo still uses the standard IR touch screen, whereas the Kindle has a capacitive touch screen and therefore requires another layer, and it's actually between the eink screen and the light guide, so all of them have a light guide layer at the top, above the eink screen.
If you like the built-in light, you really would be doing yourself a favour by taking a look at any of those newer models. None is perfect - the Nook has screen durability issues with the light guide layer, Paperwhite's have colour hue issues and people are sometimes having to do a few exchanges before getting a 'good' one & the Kobo's light can be a little too bright even at the lowest setting. But the very slight contrast they might lose over ereaders without a built-in light is fairly minimal, and the screens on them all will look far, far better than your PRS-700.
