You have your IP addresses swapped. Host IP is the RNDIS network device on the host PC. It should be 192.168.15.201 as configured in manually assigned server settings.

The Kindles IP address is 192.168.15.244.

You must connect Putty to 192.168.15.244.

All bets are off if your usbnet config assigns a different IP address to the Kindle (as you seem to be saying).
