It's tied to the pBook paradigm. When a library acquires pBooks, it buys a finite number of them. They then allow many people to use the library's copies of the books -- one at a time. Likewise with electronic books. The library pays for the number of concurrent copies they will lend. Making additional electronic copies -- above and beyond the number they have purchased -- would be the equivalent of running the pBook through the photocopier and lending the unsanctioned copy to library patrons. Just because it's easy to do doesn't make it any more right.
