When you use wifi, are you connecting through a router that you control?
If so, there is a list of IP address ranges that you can block in your router that will (**should**) keep your Kindle from calling home.
NOTE: That list was made from Kindle behaviors prior to Kpw.
Which may (or may not) be different.
