I'm rather sympathetic to sans-papiers. But if people are careless enough to put their children at risk then the authorities need to protect the children, regardless of the parents' ethnicity or status.
France is a signatory to the UN convention on the Rights of the Child and should be acting to prevent neglect.
In your situation, I wouldn't hesitate to call the French social services if you suspect that children are left unattended. Use a mobile and ring from outside their door, so that the social worker can hear the noise. Assure them that the child has been distressed for at least an hour. When they arrive, mention the older children as well.
