I guess I am the guinea pig then. So far 8 month and no problem. I'll risk it and tell the forum when my reader breaks. This way we have a data point and you all can tell me "I told you so".
Seriously, though: Listen to JSWolf and the others. If you buy a new charger, buy a PSP charger. It safe, it's reasonably priced and it's easily obtained world wide.
I am not too well versed in the theory of electronics, just a reasonably successful daily life tinkerer and soldering jockey. How would undervolting damagethe device? Because if it is true, I gave seriously wrong advice in my previous post. Too much voltage destroys things, but not enough should just leave it not working. The problematic Li-ion battery is supposed to have its own charging/discharging electronics that is supposed to prevent it from burning.
