Have you tried start/settings/control panel/sounds and audio properties - set volume to max?
Note Aire Freshener works different from other programs, while in system tray (bottom right of screen) to get a menu you need to right-click it instead of left click.
Then from Aire Freshener choose volume and put the master volume to max?

HarryT - I recommend you start using this at low volume levels when in a quiet room.
