Well, the URL is in the Direct Links to Kobo Firmware first post.

It was discovered by monitoring the network traffic from the Desktop to Kobo's servers when attempting to download the dictionary.

At this point, I don't know if there is a problem with the dictionary (hence it's unavailability), or if Kobo has just misplaced it. Or if I have the URL wrong...

Your remaining dictionary to be loaded is probably the Dutch one. You can check your device's .kobo\dict directory for the dictionaries that have been loaded, and I'm willing to bet that dicthtml-nl.zip is not there.

And yes, since the device doesn't even give you the opportunity to get the Dutch translation dictionaries, I'd say they weren't available. Hopefully, there's a 'yet' somewhere in there.
