No they don't. They removed that years ago. If you buy books from the USA store and you are not physically in the USA the price does not change for 3G. If you buy books from say, the Australian Amazon store, the prices of the books are usually,
but not always, higher than the USA but nothing to do with whispernet charges but the price set by the Australian publishers/distributors.
