Not quite true -- a DRMed book will not open on a Kindle registered to a different owner from the owner of the K for which it was purchased, but it can be read on any K registered to the book purchaser (many of us own more than one K).
Also not quite true -- the exact same DRMed ebook file can only be read on the specific device it was downloaded to/for -- regardless of registration. For example: a DRMed file from Kindle for PC's library folder cannot be manually copied to a Kindle device and opened... even if the app and the device is registered to the same Amazon account. The DRM -- while specific to a user -- is also specific to each device/app registered to that user. It's trivial to download a new copy of the ebook that's encrypted for that device/app, but once downloaded, the files are not able to be manually copied back and forth willy-nilly between devices/apps registered to the same user (if they have DRM).
