Not quite true -- a DRMed book will not open on a Kindle registered to a different owner from the owner of the K for which it was purchased, but it can be read on any K registered to the book purchaser (many of us own more than one K).

Think of it this way: the owner of a DRMed book possesses a license to read the book on any Kindle she owns. Depending on the book, she is also entitled to lend (temporarily transfer) the license to read to another Kindle user. While the book is lent out, it cannot be read on the original purchaser's devices.
