Whoever said they are for inventory control is right.

By embedding it into the packaging, it makes it hard to remove if your intent is to shoplift. DVDs these days even include them. The store can activate them, and then they deactivate them at the counter so the alarms don't go off when you walk out of the store. Have you heard stuff that buzzed when buying it? That was the cashier disabling that sticker.

They've gotten so cheap now that manufacturers will just cut them from a sheet and include them. They don't even bother with affixing them to anything because it's just extra time and cost.
