Which software are you talking about? Calibre? KindleGen? Sigil? Something else?

General there are two kinds of conversions: offline and online.

The offline conversion needs a program to run on your machine. You feed it a file and get back a file in a different format. They do not summit books to publisher.

The online conversion is mostly a service of publisher. It means that you can summit a file in a format they do not sell and they will convert it to the needed formats. Since you are summiting a file to a publisher, it will then be published.

For some publisher there are ways to keep the converted files from being published, but that differs between the publishers.
