That explains why I can read books that were left on the used Kindles, but have problems reading some of the free books that I tried to copy from one to another using Calibre or Explorer. Why would a free, Public Domain book have DRM on it? On SOME of the free books I got from Amazon, I get the message, "This item cannot be opened because it is licensed to a different user. Delete the item and download it from your Archived Items or purchase a copy from the Kindle Store."

Free or not, if the person/entity that uploaded the book to Amazon requested DRM on the ebook, then it will have DRM.
