I disagree; if a person has finished reading the book and doesn't download it again on a new Kindle, giving a Kindle loaded with books is no more a copyright violation than giving a physical book would be.
Also, don't confuse "license" for copyright; if a person violates the user license for digital content, they haven't broken any law.
