However I decided that trying to fix the epubs was thinking about it the wrong way, as getting Calibre to regenerate them is no big deal. And all the work was in establishing the books in the library, with their tags, not in the conversion.
I deleted the epubs from the library, leaving the texts in place.
I then used Agent Ransack to find all files containing 0x92. I then used Notepad++ to a global replace on the 0x92, changing them to a normal apostrophe.
All that's left to do now is reconvert.
