This feature showed up with the 5.1 update for Kindle Touch about six months ago. It is also on Kindle Paperwhite now. New features take awhile for Amazon to propagate to other apps and devices. I think the new Fires may have it also, but I don't have one and they have not posted a User Guide yet, it appears.

Kindle Previewer has NCX navigator because they needed to give publishers a way to preview that content, even before a given device or app supported it, so that when they add the feature, the navlist will display properly. I submitted a book a couple of years ago and finally got to see how the navlist looked on a real device six months ago.
