Sorry forgot this, is the DHCP Service Started ?

Right Click My Computer, select Manage, click Services in Services & Applications

DHCP Client, should be Started, Automatic and Log On a Local Service

Also my prior post you'll see Lease Obtained and Lease Expired dates in the Network Connection Details window - what values do you have there ?
