No it doesn't, that is a kindle only feature.

Sometimes there's a "download to Kindle for PC" link on the Amazon page, but not always. Does this mean it's not available for the PC software? Or that the link is elsewhere?

I am not sure about this one, I have never encountered a book which I purchased which was not able to be downloaded to K4PC. As a side note, all of my purchased books, those for free, the ones I paid for as well as my borrowed books from the library, are in my K4PC software.
