Unlike other formats, you don't necessarily need format-specific tools. An Epub book just consists of files in text-based formats (XHTML+CSS, OPF, NCX, SVG) and standard raster image formats (JPEG, PNG) wrapped in a ZIP archive. Just zip up your HTML and run epubcheck to make sure everything is kosher
