I tried as your guide, the result is:
1) delete nobrowser, reboot process about 5minutes, but nothing change for my question, it seems no help for it.
2) I found local.conf file is with content less than L206, without L394 and more. But in another file local.conf.template is with L394-444.
How should I do? Replace local.conf with local.conf.template is right?
