Remember, Amazon negotiated with Harper Collins, but the other publishers have not. Harper Collins did not have to renegotiate with anyone quite yet--they decided to do it with Amazon, and, as far as I can tell, not with others--yet.

I don't think it is a matter of Kobo "getting with the program" as much as it is that they are not big enough for Harper Collins to have gotten around to yet.

And, btw, Harper Collins is still Agency priced for Canadians buying from Amazon.
