Some of my eink kindles arrived pre-registered, and some not registered. The ones that were not pre-registered did not have Special Offers until after I registered.

That makes me wonder if SOME Kindle Fires might be shipped unregistered (especially if purchased as a gift).

EDIT: When you order a KF or Kindle HD, you can check the "this is a gift" checkbox, and you get a popup saying:

Deliver the Kindle unregistered. The recipient can register the Kindle to their own Amazon account when it arrives.
So you CAN get a Kindle Fire that is not pre-registered. I suspect that it does not have Special Offers pre-installed in that case, just like the eink kindles.
