For a character who was suppose to be the coolest guy ever, Fonzie had a surprising collection of hangups. The whole leather jacket thing was odd, because there were times he did take it off... just not in situations where it might make particular sense like... Jumping sharks on water skis.

I suspect it was a way to make it very clear to the viewers in distance shots that it was Fonzie and not someone else who was on the water skis (Perhaps to distract attention away from the stunt-man's face? .

Kind of like those great 60s shows where in fight scenes the distance shots would feature stunt-men who looked nothing like the actor they were portraying.
