i don't know what's the difference between the internet and the 3g image i got. if the internet image as claim will work on all kindle touch including 3g, then there must be some configuration that is not right for the 3g device.

If you have not yet thrown away both images, it should be easy to find out.
Make a mount point on your (Linux, Mac) system for each of the images ;
Mount them ;
Do a "diff" command on the two trees to list (at first) only the files that differ by name.
Then investigate each of the files named for things 3G specific.
One of the things to look for is a different 3G card system image.
The Kindle system has the ability to download into the 3G card the 3G card's system image.
This may have country specific information (not all Kindles are served in all countries by AT&T).
