The State Dept contract was never signed because of a protest; they went back a couple of steps in the procurement process to give the protestors a chance to put up or shut up.

With B&N having acknowledged *they* are having troubles in that area and Sony refusing to play in that arena the rumor does gain a bit of viability. But still... Digitimes... Keep a kilo of salt handy.
