When it comes to regurgitation I don't think that it is such a big problem. There are new members all the time, and it helps if they don't have to read posts on copyright from last year to participate to a discussion.

And I don't see the problem with posters being from different countries. Laws are not absolutes. They are subject to change and I find that it is useful to see different perspectives. But if you don't like this I can see why you are dispirited.
