Sony as a corporation has serious problems, eReaders are a miniscule part of their annual turnover. Consequence is that the most conservative and timid managers are moved to that division. Japanese are genuinely surprised when they find out that the whole Western world doesn't have English as their primary mother tongue, conservative and timid managers don't know how to deal with that, form (amount of dictionaries) take precedence over substance (choice of dictionaries).
The one part where they are usually competent and aggressive though, is the introduction of new technology. It would surprise me if the PRS-T2 will be as mundane as described in earlier posts.
