That's interesting. I asked the Distributed Proofreaders project manager for this PG edition, and he gave me a link to the images in the Distributed Proofreaders project, which are from the original Amazing Stories magazine. It clearly has a short chapter I (about 16 paragraphs) entitled The Occurrence of the Impossible, followed by Chapter II entitled "Steel Becomes Interested". I don't have access to the entire magzine, though.
