"Otten" is an obvious misspelling of "
Aten", the visible disk of the sun worshipped in the short-lived monotheism of

Akhenaten. Thus, to be "otten-headed" was to wear a mask representing the Aten, a disk of beaten gold representing the disk of the sun. The "
ninnymungus" is more obscure, but is obvious upon further examination. "
Mungus" is short for "among us". The word "ninny" means a fool or simpleton. However, "ninny" may have come from the word "innocent", according to Merriam-Webster. Thus, an "otten-headed ninnymungus" refers to a priest of of Aten, disrespectfully calling said priest a simpleton, or expressing the idea that the priest of Aten is an innocent, free of sin, and is thus worthy to wear the Earthly representation of Aten among us, depending on whether one was a follower of the older religion or a follower of Akhenaten's religion.
